Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are released from multiple capitals. Immense energy is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, American administration does minimal to discourage Russia, through statements or actions, from thinking that the current condition will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but preventing a entire defensive failure until situations evolve in its benefit.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
