BBC Gaza Programme Considered a 'Major' Infringement of Broadcasting Regulations, States Ofcom

The British broadcaster was found to have committed a "significant breach" of broadcasting rules by failing to disclose that the voice of a documentary about the Gaza conflict was the offspring of a Hamas official, as determined by British broadcasting authority Ofcom.

An investigation by Ofcom into Gaza: How to Survive a Warzone has concluded that the programme was "materially misleading".

The chief executive of the broadcaster had earlier expressed regret, stating there had been "a major oversight in relation to truthfulness".

The regulator has instructed the broadcaster to transmit a peak-time statement about its conclusions.

"Since this amounts to a serious breach of our regulations, we are ordering the broadcaster to transmit a announcement of our determinations against it on BBC2 at 21:00, with a timing to be finalised," it said.

'Possibility to Undermine Confidence'

The regulator's announcement stated: "Our probe determined that the documentary's lack of disclosure that the narrator's father occupied a role in the Hamas-controlled administration was materially misleading.

"It meant that the viewers did not have essential details which may have been very significant to their judgment of the voice and the content he presented.

"Trust is at the heart of the relationship between a media organization and its viewers, especially for a national broadcasting corporation such as the public broadcaster.

"This error had the risk to erode the exceptionally strong amounts of trust that audiences would have put in a BBC factual programme about the Israel-Gaza war."

The programme was withdrawn from iPlayer in the month of February after the boy's family links came to light, and in this past July an internal BBC review concluded it breached the organization's content policies on truthfulness.

A corporation official said: "The regulator's decision is in accordance with the results of Peter Johnston's review, that there was a significant failing in the programme in relation to the BBC's Editorial Guidelines on truthfulness, which corresponds to clause 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we accept Ofcom's decision in complete. We will comply with the sanction as soon as the timing and wording are finalised."
